Connecticut's bipartisan UAP research bill took a significant step forward today as the Appropriations Committee voted HB5422 out of committee, sending the legislation to the House floor for a full vote. Americans for Safe Aerospace 

The bill, authored by Rep. Joe Hoxha (R-Bristol) and cosponsored by Rep. Aundre Bumgardner (D-Groton), would direct a study examining the benefits of establishing a dedicated state center for UAP research, and the resources required to operate one. The legislation reflects growing momentum at the state level to apply rigorous scientific methodology to a topic that has gained increasing attention from federal authorities.

As the bill moved through committee, sponsors worked with stakeholders to strengthen the legislation:

Connecticut Academy of Science and Engineering (CASE)

 rather than the University of Connecticut as originally proposed. CASE, established by the Connecticut General Assembly in 1976 and modeled after the National Academy of Sciences, provides expert guidance on science and technology issues to state government. The organization's independence and established track record conducting policy-relevant research for the state makes it well-suited to lead this effort.

 The bill's language has been amended to address concerns raised by the Department of Emergency Services and Public Protection (DESPP) regarding data sharing protocols. The amendments reflect careful consideration of how to balance research objectives with legitimate public safety and security considerations.
